La Mission de l’Organisation des Nations unies en république démocratique du Congo, devenue la Mission de l’Organisation des Nations unies pour la stabilisation en république démocratique du Congo le 1ᵉʳ juillet 2010, est une mission de maintien de la paix en république démocratique du Congo de l’ONU.
POSTE 1 : ASSISTANT (E) D’ÉQUIPE
Cadre organisationnel
Ce poste est situé au sein de la Section du génie de la Mission des Nations Unies pour la stabilisation en République démocratique du Congo (MONUSCO).
L’Assistant d’équipe sera basé à Goma. Le titulaire relève de l’ingénieur de terrain à Goma.
Responsabilités
Dans les limites des pouvoirs délégués, l’assistant d’équipe sera responsable des tâches suivantes :
1. Effectuer un large éventail de fonctions administratives et de soutien administratif ;
2. Répondre ou rédiger des réponses à la correspondance courante et à d’autres communications ; utiliser des progiciels de traitement de documents logiciels standards pour produire une grande variété de documents et de rapports volumineux et complexes ;
3. Surveiller les processus et les calendriers liés aux sorties, produits, tâches, etc. de l’unité/des sections ;
4. Aide à la recherche, à la compilation et à l’organisation d’informations et de documents de référence provenant de diverses sources pour des rapports, des plans de travail, des études, des séances d’information, des réunions/conférences, etc. ;
5. Aider à la génération d’une variété de rapports, d’ordres de travail, etc., en utilisant diverses bases de données.
6. Aider le superviseur à examiner les documents et à modifier les textes pour en vérifier l’exactitude, la grammaire, la ponctuation et le style, et le respect des normes établies en matière de format ;
7. Filtrer les appels téléphoniques et les visiteurs ; répondre aux demandes d’information et aux demandes de renseignements moyennement complexes (par exemple, répond aux demandes demandant une recherche dans les fichiers, etc.), et si nécessaire, renvoyer les demandes de renseignements au personnel approprié pour le traitement ;
8. Fournir un soutien administratif, logistique et de secrétariat aux réunions, conférences, etc.
9. Aide à la préparation du matériel de présentation en utilisant la technologie/le logiciel approprié ;
10. Maintenir le calendrier/les horaires ; surveiller les changements et communiquer les informations pertinentes au personnel approprié à l’intérieur et à l’extérieur de l’unité/section de travail immédiate ;
11. Effectuer des fonctions de saisie de données ;
12. Examiner, enregistrer, distribuer et / ou traiter le courrier et d’autres documents ; assurer le suivi des actions imminentes ;
13. Effectuer des tâches administratives générales (par exemple, enregistrement des congés et des présences, organisation de réunions et d’autres événements, réservations, etc.), pour inclure la préparation et / ou le traitement des demandes/documents administratifs (par exemple , les demandes, les ordres de tâches, les demandes de voyage, les contrats, etc.) ;
14. Tenir à jour les dossiers (papier et électroniques) et les bases de données pour l’unité de travail/la section ;
15. Exploiter et entretenir une variété d’équipements de bureau dans la performance de bureau de base fonctions, par exemple photocopieur, télécopieur, imprimante, scanner, etc.
16. Fournir des conseils au personnel moins expérimenté sur les processus et procédures générales du bureau, les applications informatiques, etc.
17. Coordonner et planifier des réunions avec diverses composantes au besoin ;
18. S’acquitter d’autres tâches qui lui seront assignées.

Expérience professionnelle
Un minimum de trois (3) ans d’expérience en administration et en soutien administratif général ou un domaine connexe est requis.
Des connaissances et de l’expérience dans la préparation des ordres de tâches, la gestion des contrats de biens et de services sont requises.
Une expérience de la rédaction de mémorandums interservices et du suivi du processus d’approbation est souhaitable.
Connaissances linguistiques
L’anglais et le français sont les langues de travail du Secrétariat des Nations Unies. Pour ce poste annoncé, la maîtrise du français et de l’anglais à l’oral et à l’écrit est requise.

Le Chef de service, Conduite et discipline (C/CDT) sera le chef de la Section Conduite et discipline et rendra compte au Chef d'état-major.
Within delegated authority, the Chief of Service, Conduct and Discipline will assume the following duties:
• Provides strategic guidance and technical assistance to mission leadership, and the SRSG/Force Commander in particular, on addressing the full range of conduct and discipline issues pertaining to the mission’s military, police and civilian personnel, and on planning and managing the implementation of the conduct and discipline programme and related activities.
• Provides strategic vision, guidance, leadership to and overall management of the Conduct and Discipline Team (CDT) and its staff; formulates and directs the implementation of the work programme; oversees and coordinates programmed activities, including prevention, enforcement, and remedial action for misconduct.

• Ensures prompt reporting and follow up of CDT cases, in particular SEA cases, to the SRSG and relevant HQ components, ensures and oversees an efficient case management process.
• Liaises with the UN’s Office of Internal Oversight Services, the UN Country Team and other UN entities, as well as with government officials, political leaders, NGOs, leaders of civil society, regional/sub-regional actors and organizations, the diplomatic community, etc., operating within the mission area, and ensures effective coordination of activities on conduct and discipline activities, including victim assistance.
• Is an active member and ensures the Secretariat for the Conduct and Discipline Advisory meetings chaired by the SRSG, to discuss and make decisions on cross-cutting issues related to conduct and discipline, including SEA.
Follows-up on action points and senior management decisions related to conduct and discipline.
• Ensures the development and implementation of awareness building and preventive programmes, as well as of effective measures/systems to detect personnel misconduct, to ensure compliance with UN standards of conduct and to monitor and evaluate all forms of misconduct for all categories of UN peacekeeping personnel.
• Provides guidance and oversees the implementation of the training strategy and training activities on the prevention of sexual exploitation and abuse and other forms of misconduct at the mission level.
• Provides input for the mission on conduct and discipline issues to the local and international media.
• Oversees analytical inputs for the Secretary-General’s reports to the Security Council on conduct and discipline related activities of the mission, as well as briefings to the Security Council and other such documents, including narrative and visuals, based on data analysis and impact assessments.
• Analyses implications of emerging issues/trends and formulates recommendations on possible strategies and measures to address them.
• Participates in meetings within and external to the mission, providing substantive expertise; represents the mission at international, regional or national meetings; may serve on committees concerned with conduct and discipline issues, as relevant.
• Leads and supervises the organization of meetings, seminars, visits etc. on CDT issues; manages the substantive preparation and organization of such meetings, seminars or visits.
• Oversees the unit’s outputs to ensure that products meet UN high-quality standards, that reports are clear, objective and based notably on comprehensive data and impact assessments. .
• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the unit, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Serves as CDT hiring manager, to include interviewing, evaluating and recommending candidates for job openings, taking due account of gender and geographical balance.
• Manages, guides, develops, and trains staff under his/her supervision.
• Supervises the activities of focal points working on conduct and discipline issues.
• Fosters teamwork and communication among staff in the unit and across organizational boundaries.
• Performs other duties as required.

Experience in information analysis and problem solving in administration or legal contexts in large organizations. Ce poste est situé au sein de l'unité chargée du matériel appartenant au contingent (COE) au sein du Centre d'appui à la mission (MSC) de la Mission de l'Organisation des Nations Unies pour la stabilisation en République démocratique du Congo (MONUSCO). Le titulaire du poste sera basé à Goma et relèvera du responsable du matériel appartenant au contingent et du chef du MSC.
• Briefs units on the requirements of the COE Manual in terms of COE and responsibilities for self- sustainment. Ensures that incoming units on rotation are fully briefed on the COE System on arrival and are aware of their responsibilities including during repatriation and mission closure. • Plans a timetable of Verification Inspections with units and brief them on the preparations required, and the procedures to be followed; Manages, coordinates, and supervises the work of Verification Inspection Teams in order to ensure effective and timely conduct of inspections. • Briefs inspection teams on their duties and responsibilities pertaining to the inspection and receives from them the necessary input for the preparation of the Verification Inspection Reports (VRs). • Maintains up-to-date details of unit major and minor self-sustainment equipment in the DPKO UCM/ECOE Database. • Drafts in consultation with Chief COE/MOU Unit, inspection VRs, accompanying covering notes, major equipment details, other associated documents, and other reports, and obtains the necessary signatures from the appropriate authorities by passing the reports to the Administrative Staff for action. • Maintains up to date comprehensive documentary and electronic files/records on day-to-day activities relating to units and their inspections, archives records and documents according to the Mission Archive Plan, be the Point of Contact with the UNHQ COE Unit regarding COE UCM Databases; ECOE System; Maintenance of unit MS Excel/Access Databases and provision of reports in other software as required. • Reports any loss or damage to COE that could be subject to reimbursement by the UN, Oversees the issuance of UN owned equipment and UN services provided to units which should be self-sustained, and reflect as necessary in verification reports for financial reimbursement. • Assists Chief COE/MOU Unit as required with the preparation of briefing documents, ACABQ/Audit responses, budget preparation and any other related documentation; Maintains within the COE databases, inventories of COE held by all assigned formed units; Identifies in consultation with assigned unit staff, contingent commanders, and other appropriate mission and UNHQ staff, formed unit major equipment and self-sustained deficiencies and surpluses as compared to MOU requirements and recommend corrective action to meet agreed MOU or Mission operational requirements. • Maintains up-to-date Organization Charts of (on) units detailing their organization by sub-units and deployment locations of vehicles, other major and minor equipment including crew served armaments. • Performs other duties as required.
